Are you thinking of having this be a new basic rule, rather than being a
for an army? My thoughts are based on that idea.
This would only work on enemy figures, right?
The 'once per turn' is a good start, but I think additional clarification would be good. I'm thinking that there are times during the players turn when this might be troublesome.

So, the overall turn structure goes like this:
1. Draw a spell card then cast spells. *
2. Select an army card & cast spells. *
3. Summon (if a planeswalker was selected) & cast spells. *
4. Move selected figure(s).
5. Attack with selected figure(s).
6. Cast spells. *
7. End of turn - Increase turn tracker, discard to 7 cards, then player to the left takes their turn.
* You may cast up to 3 spells during your entire turn and only if your planeswalker is still on the battlefield.

What would you think about limiting the push or pull to the same times as when spells can be cast? I'm nervous about a figure moving, then pulling an enemy that is out of range close enough so that he can be attacked, then moving another figure of the squad. I'm also unsure about activating it during the attack, where one figure attacks an enemy, then pushes the attacked figure into the range of another attacker. Of course, those are probably the times when it would affect tactics the most.
In addition to any time when spells could be cast, I'd be OK with allowing it AFTER all figures have moved, yet BEFORE any attacks have been made. I guess I just don't like interrupts during the MOVE or ATTACK steps. Before or after would be good.
As worded, there is a 75% chance of success. There is no down-side to making an attempt. Perhaps a slight modification might be to succeed on 2-16, but fail on a 1, such that the opposite result happens? A player trying to push is actually pushed away.
Among the official figures, there only 4 choices - Small, Medium, Large or Huge. There is only 1 Huge and only 1 Small. If I counted correctly, there is also only one Large. Everyone else is Medium. However, there is also a size number for each figure. The Mediums might be 4 or 5. This number is their height, comparing them to a stack of Hex tiles. Interestingly, I believe the only Large figures are the FireCats and they are only a height 4. The Goblins are both the only height 3 and Small figures. I'd suggest adding a definition of what SIZE means - is it the word or the number? Can a Large 4 push away a Medium 5?
Edit: I also think you need to add that a figure can only be pushed on to a space on the same elevation. You can't push a figure up-hill, or up and out of a water space. It is second decision to determine if the figures must start on same elevation spaces as well.
