Can a long range unit medium size height 4 attack a creature that is on a higher floor lvl than the attacker's height?

I think so, as long as the attacker has "cleat sight" of the defender.

Any ranged unit may attack any other figure that is within range and in Line of sight.
If the two units are not on the same board height, the unit that is standing on the higher ground gets one additional die to roll in the combat. That means a defender that is standing on higher ground gets an extra defense die; or an attacker standing on higher ground gets an extra attack die.
The tallness (height) of the unit figure itself is not part of the calculation for any ranged attack. The tallness (height) is only used to determine adjacency of two figures.
