I scoured the rulebooks, and I cannot find an answer. SOI has added a second version of Jace (like Mr. Ego needs more versions), can one player use old Jace, and another player use new Jace in the same scenario?

I would say that's up to house rules. It's kind of like playing NHL 17. Two people can be the Penguins but do you really want to. I've always said no. It's really up to each gaming group in my opinion.

Two different models, two different rules. The only thing they share in common is color and first name. Some may be at odds with this thematically, but its . And has a ton of screwy scenarios that are possible to make that happen.

If you care about what the rules say, then no, there's nothing stopping you. Do what you want.

If you are playing with more then one planeswalker in your army then I would say no on the grounds that it would violate the uniqueness rule. (see heroquest 'Raelin the Kyrie Warrior' Two versions of the same figure but you may only have one in an army) Otherwise i don't see a problem.

According to the rules, all players (even a 4 or 5 player game) can have the same exact planeswalker, heck even the exact same army and deck, provided you have multiple copies. Whether that would be fun is debatable, and you would have to keep track of whose is whose (facing figures opposite directions, marking bases, painting, etc.) You just can't have multiple copies of the same figures or cards in each person's army and deck. If you want to house rule that you can't have the same figure or cards just to make it interesting, that is totally fine, and personally I like seeing variety, but sometimes it is also fun to see who is the better player (and/or who has better luck) by keeping the armies similar.
Personally I just ban having the same figure on two players on the same team (in 4 player team games) and would not allow both Jaces on the same team, but in a 2 player or free-for-all I allow duplicates - but that is just me. As long as you set the rules before picking armies and everyone at the game agrees, that is the most important part.
