Rules understood: Moving into water = stop there at first space Moving out of water - 1 to top movement Rules not clear : moving through water, is there any penalty to movement?

ProBoards is giving the real Toshi hassle so he can't log in. See Moving onto Water Pg. 8 of your game guide. "When you move onto a water space from any other space (even from another water space), you must end your move there."

Yep. Really the only way to move through water quickly is be a merperson (like Kiora) or have flight. On the maps provided, it's not such a problem, but if you have any old Heroscape tiles, water can really change the battlefield.

Remember stopping in water sucks too. Because not only do you stop movement, but you have the -1 elevation decrease as well.

I think the OP is asking whether or not there's a penalty to move IN the water. So once you're in the water (because you stopped there on your last turn), if you want to move downstream, are you limited to just moving 1 hex per turn or can you move your max allotted speed as long as you remain IN the water?

You must stop a figures movement when it enters a water space. If you decide to move a figure from one water space to an adjacent water space, that figure must stop when entering the new water space. If you walk 'downstream', the figure must stop on every new space.

Is this specified at all in the rulebook?

Yes, on page 8:
Moving onto water. When you move onto a water space from any other space (even from another water space), you must end your move there. Note that figures that take up two spaces (double-space figures) can move past one water space that’s between two non-water spaces without stopping; they must stop only if they move onto two water spaces (see Example 6).

Perfect. It's funny what the eye choses to ignore, even if it's the answer you're looking for. The rulebook for AotP isn't exactly extensive, yet for some reason, I can never find some of the more obvious rulings. I've read that paragraph a couple of times, just never noticed that it specifically says "(even from another Water space)".
I've driven myself nuts by combing over rulebooks sometimes (even fro other games), then somebody just looks over my shoulder and points..."it's right there...in plain English".
